23 December 2025 – Ambassador Cherdchai Chaivaivid, Permanent Representative of Thailand to the United Nations, submitted a letter of protest to the UN Secretary-General. The letter detailed Cambodia’s persistent acts of aggression and presented facts concerning a landmine incident on 21 December 2025.
A Thai marine officer, conducting route maintenance within Thai territory, stepped on a landmine at Ban Nong Ree, Trat Province. The explosion caused the officer’s permanent disability, the eighth casualty to lose a leg as a result of newly planted landmines by Cambodia. Thailand condemned this hostile action, which constituted a serious violation of Thailand’s sovereignty and territorial integrity.
As a State Party to the Anti-Personnel Mine Ban Convention (the Ottawa Convention), Thailand emphasized its commitment to a mine-free world and will continue to press Cambodia to take full responsibility for its actions through the relevant mechanisms.
Following the submission, Ambassador Chaivaivid met with Assistant Secretary-General (ASG) Mohamed Khaled Khiari to provide a comprehensive update on the border situation and the recent landmine incident. He outlined recent diplomatic developments, including the Special ASEAN Foreign Ministers’ Meeting on 22 December 2025 in Kuala Lumpur and the upcoming General Border Committee (GBC) meeting scheduled for 24 December 2025 in Chanthaburi Province, Thailand.
Ambassador Chaivaivid elaborated on Thailand’s position that a ceasefire cannot be achieved through unilateral declaration but required genuine political will, demonstrated through dialogue and concrete actions. He reaffirmed Thailand’s unwavering commitment to peace and its readiness to engage in bilateral discussions upon a clear demonstration of good faith by Cambodia.
ASG Khiari emphasized that the UN Secretary-General closely followed the border situation and will continue to assist both sides in finding common ground, including on the issue of landmines. He acknowledged the latest developments and expressed the hope that both Thailand and Cambodia will engage constructively to address the issues of concern, paving the way forward for a sustainable and peaceful solution.
