Thailand clarified facts on border disputes as false statements dampened the UN meetings

On 15 December 2025, Thailand presented facts on the recent border situation and condemned Cambodia’s continued act of aggression and hostilities.
 
At the United Nations, Cambodia continued to bring up the false narratives of the bilateral dispute and dampen the spirit of multilateral cooperation at the Meeting on the Peaceful Settlement of Border Disputes in Central Asia and at the United Nations Security Council Open Debate on Leadership for Peace. During the two meetings, the Thai representative, Minister-Counsellor Rachada Suthepakul, rebutted that
Cambodia’s inhumane and indiscriminate armed attacks in the most recent conflict since 7 December 2025 have resulted in civilian casualties and destruction of civilian infrastructure. Over 400,000 civilians have been evacuated for their safety. 200 hospitals and primary care centers have been compelled to evacuate patients and suspend operations. Nearly 400 schools had to suspend class.
 
These acts constitute a clear violation of international humanitarian law. Thailand has been compelled to exercise its inherent right to self-defence under Article 51 of the Charter of the United Nations, in strict compliance with international humanitarian law, particularly the principles of necessity, proportionality, distinction and precaution, to protect sovereignty and territorial integrity, as well as to ensure the safety of Thai people.
 
The recent unprovoked attacks took place soon after the Foreign Minister of Thailand presented verified evidence by the ASEAN Observer Team (AOT) and video footage of Cambodia’s unlawful emplacement of new PMN-2 landmines in the Thai territory at the 22nd Meeting of State Parties to the Anti-Personnel Mine Ban Convention or the Ottawa Convention in Geneva. The heavy armed attacks also occurred shortly after Thailand seized assets worth billions of US dollars from Cambodian nationals involved in online scams, who are close associates of Cambodian leaders.
 
Thailand stands ready to engage constructively in the pursuit of peace, provided that Cambodia fulfils its obligations and demonstrates genuine sincerity and good faith by ceasing all repeated acts of hostilities and provocations.
