Thailand clarifies facts on border situation to the UNGA

At the 80th UN General Assembly (UNGA) General Debate, Thailand exercised its right of reply to correct the record following Cambodia’s statement on the ongoing border conflict.

On 10 December 2025, the UNGA debated under the General Assembly Agenda Item 72: “Strengthening of the coordination of humanitarian and disaster relief assistance of the United Nations, including special economic assistance”. Thailand delivered a statement (link) that it regretted humanitarian consequences of a conflict situation along the border where indiscriminate weapons like landmines were used and called on all state parties to the Anti-Personnel Mine Ban Convention (APMBC) to fully adhere to their obligations under the Convention. Cambodia made a follow-up statement which distorted facts.

In exercising the right of reply, Thailand’s representative clarified that the most recent confrontation began after Cambodian forces opened fire into Thai territory. The statement also referred to a report from the ASEAN Observation Team (AOT), confirming that anti-personnel landmines which injured seven Thai soldiers were freshly planted, contradicting to claims that they were old remnants of the Civil War. This is the other side’s repeated tactics and patterns of hostilities against Thailand, denying its own actions, while playing victim to create a mirage of peace and restraint.

Thailand condemned these unprovoked acts as a clear violation of Thailand’s sovereignty and territorial integrity, which has forced over 400,000 Thai civilians, including women and children, to evacuate. Facing persistent armed provocations, Thailand was compelled to exercise its inherent right to self-defence under Article 51 of the UN Charter, ensuring that all self-defence measures adhere strictly to international law and were direct solely at military targets.

Reiterating its commitment to international law and diplomacy, Thailand called for a peaceful and sustainable resolution to end the suffering of the affected peoples and local communities along the border.
