On 7 April 2026, Thailand co-hosted a panel discussion
“Completing the Protection of Persons in the Event of Disasters Treaty,” bringing together experts to examine key elements beyond the International Law Commission’s draft articles on the subject and envision how the treaty will function in the real world.
The panelists stressed the need for a strong institutional structure, dispute settlement mechanism, and continuous dialogue and coordination to keep the treaty dynamic. They also emphasized capacity-building, technical assistance, and technology transfer to help developing countries fulfill their obligations, along with well-designed final clauses to ensure legal effectiveness.
At the event, H.E. Mr. Cherdchai Chaivaivid, Ambassador and Permanent Representative of Thailand to the United Nations, underscored advancing a practical and forward-looking international legal framework and urged Member States to pursue constructive negotiations towards a robust and inclusive treaty capable of addressing increasingly complex disaster risks, while upholding the principles of sovereignty, international solidarity and cooperation.
