Under the AHWG, four clusters of issues are debated annually by the AHWG: 1) role and authority of the General Assembly, 2) working methods, 3) selection and appointment of the SG and other executive heads and 4) strengthening the institutional memory of the Office of the President of the General Assembly. During the 68th Session of the General Assembly, H.E. Mr. Norachit Sinhaseni, Ambassador and Permanent Representative of Thailand         and H.E. Mr. František Ružička, Ambassador and Permanent Representative of Slovakia were appointed by H.E. Mr. John Ashe, President of the General Assembly of the 68th Session to serve as the Co-Chairs of the AHWG.

 

Significant progresses have been achieved under their co-chairmanship with the adoption of the General Assembly resolution 68/507 on 10 September 2014. Upon the recommendation of the AHWG, the General Assembly decided to conduct an early election of the non-permanent members of the Security Council and the members of the Economic and Social Council around 6 months before the elected members assume their respective responsibilities, beginning at the 70th session. This early election would provide the elected members, especially small and medium developing countries, more time to prepare for their new responsibilities.

 

As a developing country, Thailand sees the need to ensure that the President of the General Assembly no matter which country he or she comes from should not be financially constrained in serving in this post, which is one of the most important multilateral posts. As put forward by Thailand as the co-chair of the AHWG, the resolution 68/507 requested the Secretary-General to submit in the context of the proposed program budget for the biennium 2016-2017, proposals to review the budget allocation to the Office of the President of the General Assembly (OPGA). The annual budget allocation to the OPGA has been kept at $250,000 since 1998, which can only be adjusted for inflation.
