1. United Nations Programme of Assistance in the teaching, study, dissemination and wider appreciation of international law

          - Thailand believes that the Programme of Assistance in the Teaching, Study, Dissemination and Wider Appreciation of International Law constitutes a core activity of the United Nations in providing knowledge on international law as a means of strengthening international peace and security and amicable relations and cooperation among Member States. By fostering in-dept understanding of international law, the Programme of Assistance promotes the rule of law at its most basic and fundamental level.

          - Thailand is pleased to have contributed by hosting the 2012 Regional Course in International Law for the Asia-Pacific Region and reiterates its willingness to host the Regional Course in 2015.

2. Special Committee on the Charter of the United Nations and in the Strengthening of the Role of the Organization

          - Special Committee has been entrusted with important mandates, in accordance with UNGA Resolution 3499 of 15 December 1975.

          - Thailand supports efforts and initiatives to revive the Committee, including by improving its working methods so as to allow the Committee to fulfill its functions. These may include the appointment of Bureau 3 months prior to the Meeting, which would allow the Bureau to have sufficient time to plan and prepare for the Meeting as well as to circulate relevant documents to Member States for their consideration in advance.

          - Thailand believes that the Special Committee has an important role to play in dividing the work of the principal organs of the United Nations.

          - Thailand advocates for greater level of effectiveness and transparency of the work of the Security and its subsidiary bodies including Sanction Committees.

3. Measures to eliminate international terrorism

          - Thailand shares the international community’s concern on the rise of acts of terrorism and  is fully committed to actively engage in the prevention, combating and elimination of this scourge  at the international, regional and domestic levels. We commit to bring to justice, on the principle of “extradite or prosecute”, any perpetrator or person who engages in terrorist acts.

          - Thailand has ratified 9 out of 16 UN-Anti Terrorism Conventions and Protocols and is taking all necessary steps to become parties to the remaining instruments. In addition, Thailand is a party to ASEAN Convention on Counter Terrorism and has joined Proliferation Security Initiative or PSI since November 2012.

          - Thailand welcomes the unanimous adoption of Resolution 2170 of 2014 which condemns gross and widespread abuse of human rights by extremist groups in Iraq and Syria and Resolution 2178 of 2014 on foreign terrorist fighters.

          - Thailand remains fully committed to supporting the work of the Counter-Terrorism Committee Executive Directorate (CTED) and other bodies in capacity building and international coordination. We also reiterate our readiness to support the implementation of the UN Global Terrorism Strategy.

          - Thailand welcomes the progress made in finalizing a draft Comprehensive Convention on International Terrorism (CCIT) and is of the view that CCIT should contain a sufficiently clear and precise definition of terrorism without reference to “State terrorism”. A finalized draft of CCIT is a prerequisite to the convening of a high-level conference under the auspices of the UN.

            4. The rule of law at the national and international levels

          - Thailand firmly believes that the rule of law is a prerequisite for the advancement of peace and security, development, and human rights in individual States and the international community as a whole.

          - Thailand is committed to working with Member States, international organizations and other partners to further promote the rule of law at both national and international levels.

          - Thailand believes that dialogue amongst States regarding the advancement of the rule of law plays a crucial role in enhancing States’ national practices and the global effort to strengthen the rule of law. Therefore, Thailand, in November 2013, hosted the “Bangkok Dialogue on the Rule of Law : Investing in the Rule of Law, Justice and Security for the Post-2015 Development Agenda”.

          - Thailand also presented a resolution titled “The rule of law, crime prevention and criminal justice in the UN development agenda beyond 2015”, which was adopted by UNGA.

            5. Report of the International Law Commission

          Thailand has participated enthusiastically during the deliberations of the agenda “the Report of the International Law Commission. In addition, H.E. Ambassador Kriangsak Kittichaisaree of Thailand has been an active member of the ILC and chaired the Working Group on Obligation to extradite or prosecute (aut dedere aut judicare).

            6. Criminal accountability of United Nations officials and experts on mission

          - As a troop-contributing country in the UN peacekeeping operations, Thailand attaches high importance to the urgent need to tackle both existing and potential jurisdiction gaps ,which allow UN personnel who have committed serious crimes to escape justice.

          - Thailand reiterates our conviction that the rule of law must fully apply to the United Nations and its personnel. Therefore, Thailand supports the policy of zero tolerance, and calls upon all Member States to ensure criminal accountability of the UN officials and experts on mission.

          - Thailand encourages the Secretary-General to exercise his discretion justly and reasonably in waiving immunity where such immunity could impede the course of justice.

          - In this regard, Thailand supports arrangements on mutual legal assistance in criminal matters and pre-deployment and in-mission training programmes.
